presently the 2Billion bidder is back. Unless the O/S shoots past 5B into the 10B (ballas lied) Or they get the panic they are hoping for, then will said 2Billion bidder get filled. (or unless first in first out can be broken, which is also possible since OTC is the wild wild west)

but if none of those, no bid still on technicals is unlikely.
