I vaguely remember a conversation I had some time ago with (maybe Jim) don't hold me to that...but it was something to the effect that the US Govern doesn't stockpile raw minerals but it's contractors do. (particularly their defense contractors) in our case with the three critical products the POTUS included to the "Critical List"...
