You got to talk to the company who is the one responsible for lifting a restriction. They will instruct the TA to issue a new cert or stamp the one you hold as unrestricted and free trading.

Good luck. Many brokers don't like to except paper from penny stocks. And or they charge an arm and a leg to do it.
