hmmm. lets see...company is authorized for 200,000,000...currently have issued 197,000,000 common shares....has several PFD share classes issued that convert to common?

SO what exactly is a revised cap structure ? FIRST, I believe they need to be current to do anything?

ARE they filing financials and doing a Reverse split?
