OTCX is a market maker on level 2 that is usually associated with dilution.
When it's in front of the Ask, it is absorbing the Buy orders with an unknown or seemingly unlimited amount of shares for sale before allowing the Ask to move up. If it were not around, the buying here would most certainly be moving the SP higher.
