Intel and AMD have a long history and multiple links that could easily appear to be them linking up. However, since they are the only companies that exist in the PC based microarchitecture, they will not be allowed to merge. Intel actually needs AMD to continue operations otherwise it would have a monopoly with greater regulator scrutiny.

A company that could legally buy AMD is IBM. However I doubt they ever will. Their focus is on quantum computing.
