Able, that is correct. ONCI is not SEC registered company therefor do not fall under their rules. As an OTC pink sheet they can do what they want. The SEC requires registered companies to file an 8k for all material events, those filings are done using the Edgar system. Only SEC registered companies can file using the Edgar system. OTC suggest companies file information to keep shareholders in the know but are not required under any rules of the OTC. When ONCI uplists to other exchanges they will have more stringent rules but as an OTC pink they can do what they want.
