Probably need all of the above...with some sparkles. They actually need "Prime Mover" support. Huge multi-yr/dollar contract from State or Fed gov't or one their Primes....
Seller is still active. We just need them to run out, then the stock will move up and rebase on it's own. They obviously got in way cheap and until recently have patiently stuck to their selling plan. Only in the last few weeks have they moved below their usual .015 sell floor. That 258m float will look crazy tight without them selling into every advance. Tick tock.
