They need to be flooded with complaints. Let's do it. If just a few, they will ignore it, with many they might do something. The problem is they do not beef up their budget for more investigators...on purpose this is done at the higher levels. Those on the line doing the work are mostly hard working good people, the staff in positions of authority are of dubious character.... To put it nicely.
