GSEs need to pay USG for LOC which GSE already paid extra $16.1B

Look at table filed in En Banc by the plaintiff. After paying off Senior preferred and 10% dividend, still $16.1B was left which plaintiff said USG can keep for appropriate use- such as buyback warrant or LOC for catastrophic condition.
