WH is delaying for court ruling, then admin fix

As Otting has to reply by 2/1 to the Congress,therefore this statement is just buying time to articulate reply to the congress. WH is waiting for deal on the wall money and court ruling. After that 15th, Otting will show his card once he has court ruling against Gov.

Ameritrade shows earning report after 15th which was supposed to be in 1st week of February. You can guess why GSEs are delaying earning reports.

There is no chance the White House is waiting for court ruling unless they are forced to. The court ruling could be many months from now - they don't have time to delay.
