Manipulation is illegal in most cases, but it can be difficult for regulators and other authorities to detect. ..but with an full on sec investigation, in my opinion it will be brought to light . It is much easier to manipulate the share price of smaller companies, such as penny stocks, because they are not as closely watched by analysts and other market participants as the medium and large cap firms. -

If one knows a bit of English, one can put those words together and have a sentence. However, what do these parts mean?

1. "manipulative stock practices"

2. "vulnerable companies"

What do you see as "manipulative stock practices"? A link or two would do.

What is a "vulnerable company"? A company that is about to get kicked off the Naz, due to their fallen PPS? A company whose revenues vs expenses stinks to high heaven? A company that throws Bible verses around, to keep the shareholders calm.
