Its not up to Ps its up to FHFA...all shareholder rights are with them during conservotorship. I own both amd i hope Ps convert and both share in mulriple upsidea that are about even...in that scenario i could see Ps getting more because they are giving up future big divies to convert and in normal cases they are higher in the cap structure
