IMO only. They are very slowly maxing out the O/S for the possible R/S. Why not if they expect it to pass. Pretty sure they have an idea with the votes submitted already. Peeps be waiting to see how large. IMO again. 1 for 10. Anything more will hurt the eventual share price once it's done. Most peeps can live with a 1 for 10. Anything more and some peeps will dump their shares quick including me.

1 for 10 gives it a share price above .01. They will need to sustain that to move to the OTCQB. 2016 and 2017 financials were audited by a PCAOB accounting firm. 2018 hasn't been filed yet to see if they did the same. Anything more than 1 for 10 and they risk peeps dumping and dropping it back below .01.

If they can do it, expect a financing deal mid to late 2019 or even a possible buyout but they need to clean the books squeaky clean or neither will happen.
