i just believe that such a Wall street and D.C insider like him, as well as Berkowitz, have pulled a few levers in their favor. Bill will do anything to not lose his $400 million in commons FNMA



The power players here (FHFA, Treasury) are much more powerful than Ackman.

Ackman wasn't able to avoid giant losses on his Valeant long and Herbalife short bets, so I wouldn't put too much stock in him being able to influence this outcome when he has even less influence.

Ackman also bought some preferred shares specifically because he fears a disproportionately favorable treatment for junior pref shareholders. The junior holders have real influence here due to the lawsuits (of which the vast majority of the plaintiffs are junior pref shareholders, and the proportion is even larger when looked at in terms of the dollar amount of their holdings) and their contractual rights.
