I would be under the impression that the workers are involved with the Consultech projects (the actual building end) rather than the supply chain of SLJB but all that remains to be seen.

The rice and modular housing units, etc. were to be for the guys in Liberia harvesting the timber. The infrastructure there sucks, and it's next to impossible to get anything out of there without putting in basic necessities, like food and housing.
