LOL Actually, it's a signal that says, "let's take it up, and if we don't get any takers to up their bid, we'll leave it where it's at, until someone wants to take it down, in which case, we'll lower it until someone hits the ask, forcing us to change it to the newly perceived level to which it will then be trading at while someone else decides what they wanna do"
