Outstanding can change if new shares are issued, if TA will tell us the outstanding then we can track if there is dilution.

Float is just the unrestricted part of the outstanding.

If Cn's are converted to common shares that will change the amount of shares on the market, The Dilution share amount should include that number of Conversion in the float count which is 1.9b .Alex & Co hold 1,870,337,322 B in Class A commons. If Alex & Co are selling to raise fund they need to up the ante.
