often companies that need money and want to do a secondary will try to get the stock price up with minimal dilution.
One way to do this is to put out a spicy PR that drives the stock price up and then,=WHAM the secondary is announced
Management knows the secondary is coming and has no obligation to tell the suckers that are loading up
that there position is going to tank.
