No countdown has begun, as only a PRE 14-C has been filed.

The 20 day minimum is from the date that the DEF 14-C is filed which can only happen, at the earliest, 10 days after the PRE 14-C is filed. So, if there is a DEF 14-C filed on January 21, then the A/S may be officially increased on February 11.

My understanding, anyway.
