I think it's four dollars on the Nasdaq to be listed, but I understand the exchange can alter that if they want to. Same price for the NYSE.

I don't think they will reverse split. My understanding is that the company's float is very low. There are a lot of shares but they are held by insiders who don't want to sell. I suspect the 4 dollar price will take care of itself when the news flow starts. Remember an independent evaluator valued the patents at 1.4 billion if I recall correctly. With <300 million shares outstanding, that would be over 4 dollars.
