I tend to see Otting as the Hand of the King, with Mnuchin playing the role of King. They worked together at OneWest, and I think that Mnuchin had a large (if not sole) role in getting Otting named acting director. As such, I think that Otting will just do whatever Mnuchin tells him.
Mnuchin and Otting have said that they want the companies out of conservatorship. While technically it isn't Trump that has said it, this is good enough for me. I cannot imagine either of them saying that if Trump was not on board.
