I’ll need to do some research on Otting to see if my opinions have changed.

I tend to see Otting as the Hand of the King, with Mnuchin playing the role of King. They worked together at OneWest, and I think that Mnuchin had a large (if not sole) role in getting Otting named acting director. As such, I think that Otting will just do whatever Mnuchin tells him.

I still don’t see Trump releasing the GSEs in the next 2 years. He has no reason to and hasn’t made even a mention he might do that.

Mnuchin and Otting have said that they want the companies out of conservatorship. While technically it isn't Trump that has said it, this is good enough for me. I cannot imagine either of them saying that if Trump was not on board.

But would be good to know Otting’s position on the GSEs...
