Per OTC Markets, on 01/04/2019, OCSY has Restricted Shares of 59,572,356 and Unrestricted Shares of 118,278,426.

I'll check again in a few trade days to see if your theory can be substantiated with factual share numbers.

So unfortunate they are dumping this much on the news.Terrible.
