Which is it? and why?
They can find it's both a food and a drug???? Not sure I get this.

I've tried researching the CBD level in hemp in 1994 or earlier and cannot find anything. Has anyone had any luck on locating these levels?

The way I read it is if the product has less than the 1994 % of CBD it is legal already and a food item. Anything higher than the highest of 1994 % is considered a drug, and requires GRAS, self-GRAS or FDA approval to be used in non-prescription items. But then... so much has not been enforced in the prior few years, hard to tell where the limits are. The 2019 FDA meets should answer some of these questions. For now, I look to the legal eagles to give us answers.
