The DTCC notice http://www.dtcc.com/~/media/Files/pdf/2011/11/10/OTC-219.pdf had nothing to do with the revocation of FFGO---the notice came out the day (Nov 9) FFGO resumed trading following their 10 day suspension (Oct 27)---the SEC revocation didn't happen until Dec 7...
as to the various departments the notice was addressed to, there were various different actions noted in the notice---thus the attention of different departments...there were suspension resumptions of trading, name changes, splits, etc within that document in adition to the FFGO action...
the reason for the notice was a notification that the noted symbols were again cleared to be processed thru DTC clearing facilities..
as to your Manager Reorganization question---nothing...his department, as stated above, was involved due to the OTHER tickers in the notice that underwent reorgs, splits, etc----
and the entire notice was simply an update to the now cleared securities--and nothing to do with the SEC revocation of FFGO, which didn't happen until Dec...
