Because there’s small value in the shell if they ever want to get rid of it, however value depends on how toxic it still is. They can pay their taxes + fees and reinstate with Wyoming by filing annual report, probably in February.
Has nothing to do with whether they issue any updates to OTCM. They no longer report to SEC (since 5/23/18) and they haven’t filed anything since 2017. Their share structure hasn’t been updated since February 2018. It’s currently a dark/defunct ticker no matter how you look at it.
