With guns drawn and tires screeching, FBI agents Wednesday swarmed to arrest Frank J. Brady, the millionaire rancher who made the country's most-wanted fugitives' list by fleeing the United States around the time of his 1983 West Palm Beach marijuana-smuggling indictment. Brady, 52, offered no resistance as a half-dozen agents surrounded him as he emerged at 10 a.m. from a condominium apartment in the affluent Boca Del Mar development west of Boca Raton, said Bob Neumann, special agent in charge of the West Palm Beach FBI office....
