The best deal for a small penny stock level Co. is to buy back the stock at sub penny level and reduce the float significantly. Helping the Co and shareholders alike. Then after they reduce the float they can dilute/print more shares a little to bring in the big investors to turn the business around into profit. That is how I would do it. I would never do a a major R/S under any circumstance when the Co has no fundamentals/profit.
If a Co does a R/S they are saying to the shareholder FU and dont care that they are robing the shareholder of their % of the company.
