You must learn more about the DTCC and how naked shorting actually occurs... please take time to learn about sideways shorting from broker to broker... outside of the DTCC... then you will learn how a stock can be shorted heavily, but at the same time not show up on the 13 day list and other tools like the one you referenced...knowledge is the key here.
