Exactly...they have a plan to move forward. Those 60 million shares were traded for a reason 1st week in september.

That is not what the filing says. The filing says the parties are working on a settlement, and so the hearings in the administrative proceeding have been stayed.

Presumably the settlement will be announced soon. Delinquency is not rocket science.
