Is a president, who took the oath to uphold the law, above the law or not? - it's really not complicated...If it is proven "Individual 1" broke the law, i.e. bribes to win his election/secretly dealing with foreign adversary for personal monetary gain while campaigning to be president, he is not above the law and is subject to the penalty of law.
