Excellent question. There are now about 600 million shares outstanding with management holding at least 80%. That leaves a possible trading float of at least 100 million shares. The only reasoning I can come up with is that they want a very liquid trading stock by using more shares. That might infer they expect to present some good news and that the stock will become very active.
Another possibility is that the CEO hopes to make a killing somehow in that a small gain in price will represent a huge monetary gain in his account because he has so many shares. Or, maybe they expect to do a reverse split in the future, maybe 1-10. Right now, it's just a guessing game until we get more information...which I hope we do.
