otcscams dont get halted they just blow up with the debt conversions. the stock is at $0.02 or less before their reverse split and pump scam.

their angola deal is another ATM scam - they will "commit to an investment" which is 100% their job to fund - and they issue debt to the JV which converts to shares after 6 months -

they then "reckon" that the JV value is 4X the real price to build it and create book value out of thin air - after which the share sales commence and they generate $250,000.00 lets say.... for the JV and the rest of the cash they pay to themselves as a consulting fee!!!!!
