So, even at $0.19, you are still down 0.19 / 0.35 or 46%.

For those still holding shares from before the reverse split, the best you can say is, "Oh good, I didn't LOSE as badly as I could have." That assumes you manage to sell at one of the higher price points, and not at the 8 cents where the PPS now sits.
