That's simple. Just find someone to hypothecate those shares today for present value of future benefits. They'll sell the shares, pocket the cash and then transfer the shares at a later date to cover the "short". There's an entire industry based on restricted shares being played today for their value at a future date.
And all of it can be done without any 144 filings. Nice, huh?
