Not an expert but 15-12g just means they can relieve themselves from certain reporting requirements. Which is beneficial to a company that is busy working on more pressing tasks, i.e. name change.

Reliance filed a 15-12g on 9/21/18 and disclosed financial statements on 12/3/18 following OTC Pink guidelines. They also went through a name change from EOMN to RELI on November 14, after the 15-12g.
