How about the conspiracy laid out in the concrete documents that have been revealed in discovery in the Court of Claims?
Those documents show there was indeed a very real and effective conspiracy - the government knowingly said false things to the public, and later to various courts, to further their policy goals of shuttering the GSE's, contrary to the written law in HERA.
If you don't think that was a conspiracy, then I am afraid there is documentary proof to the contrary, & not all of which is public (yet) BTW
