No they don’t, that’s just nonsense. If you’re unaware these sub-Zero penny stocks aren't manipulated by MMs, that's just a myth to try to explain away why a stock is declining. The market makers don't buy or sell this junk for their own principal account. If they want to trade the stock themselves, they have to do so in a proprietary account separate from their market making activities. SMH
