I don't know what Rush will do, but with previous companies such as Motorola issuing Freescale and AT&T issuing Lucent, they do sell the fractional shares and there is tax on it. Check out these links.

The best thing would be a 1 for 1, in which case there would be no fractional shares. That would be very nice.
