I already mailed out the " Letter of Complaint " against the
Receiver on Nov 5, 2018 and it was filed on Nov 16, 2018.

There have been 2 offers of buying BRWC for $ 2 M and
$ 2.3 M respectively that were withdrawn. And so I do not
see any Scam here as yet.
