Since it was filed on 5-23 it could account for the delay. An out and out mislead on something so material....surely it can't be so.

In the LIPA REQUIREMENTS FOR INDEPENDENT POWER PRODUCERS TRANSMISSION INTERCONNECTIONS on page 1-I-5 is states "This connection can be made at the LIPA substation or at a point on the transmission line."

In the same LIPA document regarding TRANSMISSION INTERCONNECTIONS page 1-I-3 PRIMARY DISTRIBUTION INTERCONNECTIONS PAGE 1-II-3 AND SECONDARY DISTRIBUTION INTERCONNECTIONS PAGE 1-III-2 it states:

II. Generating Criteria

It is the policy of LIPA to permit any applicant, qualified under Section 292.203, paragraphs (a) and (b) of Title 18 of the Code of Federal Regulations, to operate generating equipment in parallel with the LIPA electric system whenever such operation can take place without adversely affecting other LIPA customers, the general public, LIPA equipment and LIPA personnel.

I don't really understand this and may be reading into it but from my limited understanding it appears there may be some leeway with LIPA. Maybe you can get something out of it?
