You have to wonder what is going on. They should have targeted the dividend announcement for Nov 15, on the the ex-date of the TRW distribution. It doesn't matter whether they pay it early december or late december because they have to pay it anyway. Perhaps they are reviewing the dividend policy or implementing a change due to recent events.
They could announce a special dividend. This part is wishful thinking but it makes completely sense. Because a lot of that money will be reinvested in the company after it is paid (We still have the TRW dividend to look forward to). So you get a rally before the pay date and after the pay date. It could mean the difference between success and failure.
But a 5c dividend would be good also. Do it quickly.
