ASTI has been playing this same game for 5 years that I am aware of, and likely much longer than that. This is a share selling, financial arbitrage operation.
Only Kong Lee and a few of his friends/family are making money. Selling products at a profit is not a concern.
If they ever develop and patent something of value, I GUARANTEE that common shareholders will not benefit. Kong has a contingency plan.
