If you go out to the OTC Markets site (link below), you will see the Authorized Shares are reported as 5B, while Outstanding Shares has yet to change.
The interesting thing is that they have new financial filings showing the long term debt is now over 800k (300k more than what was reported last month (Q3 reporting). Also, investment in new company is now $991k.
