Once investors believe that the dividends will arrive in a stable and reliable manner, I do not think it will matter much if it's paid yearly or monthly

The first part of your sentence is the important one. SIAF needs to deliver yesterday, and they need to get up a proven track-record of fulfilling promises yesterday. THEN they can consider semi-annual dividends. Until then we need REAL support for the PPS, i.e a regular cash dividend.
