In theory if we all list our shares at $1 that's what should show. BUUUT...market makers can keep their own prices showing instead. They can trade amongst themselves to keep things fluid, having sudden extreme jumps is not good(gets SEC attention) so they try and keep things under control until a real market for the stock shows up.
