I don't think that's the proper interpretation. Here's what the 10-K said: "The Company has total non-cancelable contractual minimum commitments of approximately $4 million to contract research organizations as of June 30, 2018. Expenses are recognized when services are performed by the contract research organizations."
and per the 10-Q: "The Company has total non-cancelable contractual minimum commitments of approximately $3 million to contract research organizations as of September 30, 2018. Expenses are recognized when services are performed by the contract research organizations."
The $4M and $3M aren't "owed"...they represent the value of services contracted by the Company that have yet to be performed as of the statement date.

I must of missed it, ty. Could you be so kind to sight the pages, or reference them, where that info was revealed?
