Makes perfect sense Mark unless you believe that Garrett is dumb as toast traveling to China spending time there and I gather looking things over and then agreeing to fork over millions of dollars to keep them going.... I sure as hell wouldn't have done that if I thought it was a scam. No scam just sheer incompetent clowns running the circus.
