I don't think so.

They "may have to" get the collateral shares back first.
They "may have to" file a F-1 if SIAF distributes the shares.

The only quick way to do this, that I can see, is to do the initial distribution, but only one distribution. For now. Which means 15.01% ends up in the hands of SIAF shareholders and the remaining 3.29% is owned by SIAF (through the collateral shares). Assuming the 2nd part of the distribution is the problem and they don't need a F-1.

I hope they can provide clarity on this soon. Very soon.
And someone tell them that they have to submit the info to FINRA at least 10 days before the Record Date. Just in case.
