Yes, I'm sure that a metastatic spreading tumor would not respond well to RadioGel, as they don't respond much to any treatments unfortunately...
However, the large tumors could be killed, therefore possibly prolonging and enhancing the quality of life for her remaining days... Especially with the combo treatment slowing the progress of the metastases....
